Is tiny text actually smaller or just styled?

The letters are smaller Unicode variants, not a font-size change, so they stay tiny wherever you paste them.

Why are some letters normal-sized?

A few letters have no superscript or small-cap version in Unicode, so they are left as they are to keep the word readable.
